SMART-SYSTEM IN SLAVUTICH TOWN
(Contract CK-02/95 dated March 1, 1995)

Denomination of services rendered: Establishment of a cashless clearing system for employees of the Production Complex «Chernobyl Power Station» and the population of Slavutich town basing on «smart cards» application (cards with built-in microprocessors).

Date of the system launching:

• Experimental exploitation – November 25, 1995.
• Industrial operation (resulting act of report on works completed) – February 19, 1996.

The system established complies with the directions provided by the State Program of creation and implementation of the «Money and goods circulation control system» approved with a Decree by the Cabinet of Ministers of Ukraine dated 11.06.94 Nr. 390, and the «Cashless electronic clearing among-people settlements system concept « enacted with the Decree by the Board of Directors of the National Bank of Ukraine dated 19.07.94 Nr. 118.

The System is developed and implemented by the International Information Technologies Center«INT» by order of the Production Complex «Chernobyl Power Station» on the base of a joint resolution with the National Bank of Ukraine and the Scientific research Institute «Rhythm» coordinating the State Program of creation and implementation of the «Money and goods circulation control system».

Estimated system capacity:

• Customer’s cards – up to 15000;
• Credit terminals – up to 20;
• Point-of-sale terminals – up to 50;
• Cash dispensers – up to 4;
• System pay-back period – 2 years;

The system comprises these organization departments:

• System control center – 1;
• Graphical and electrical personalization atelier – 1;
• Credit points – 5;
• Cashing points – 3;
• Point-of-sale terminals (cash devices) – 10;

As on 10th of July 1997, the number of financial operations completed made up 774123 cashier-desk and accounting transactions.

Brief performance specifications of the System and the List of tasks fulfilled:

• The System enables servicing up to 20 000 cards;
• Support of a simultaneous on-line functioning of 20 credit points;
• There is a possibility of operating up to 50 point-of-sale terminals in the off-line mode and four cash dispensers.

In the framework of the System being established there were developed design and construction documents and respective assembly works were carried out targeted at allocation of technological machinery and equipment: Processing center, Graphical personalization shop, Electrical personalization atelier, an office for making contracts with clients, consulting point, credit points, cashier’s desks, accountant’s offices, smart-cards shops, Power station canteens.

There was established a System information network with connection of 60 km remote terminals to the Processing center.

The basic equipment and software used while developing and installing the System

The equipment manufactured by these companies was applied: ALR, Hewlett-Packard, Data Card, Digital, IBM, VeriFone, GemPlus.

The software installed: Novell UnixWare Application Server v2.01; SYBASE SQL Server SMP OS Novell UnixWare; SYBASE Open Client for PC Windows; PowerBuilder Enterprise 4,0.

An equipment for Cashless Electronic settlement System (CES) was developed as well.

The structured cable system applied is MOD TAP.
